For some context, I think this is part of a trend over in Korea where local governments are trying hard to promote their regions or events. The most famous example of this is 'Chungju Man' from Chungju City. He ended up going independent later and hit it big.

Yes if you check the link it says it is a promotion for a new roller coaster. The shots of the guy from the outside make it obvious it is staged. Still funny af though imo.
